Iran and Oman have reached a framework on transit of ships through the Strait of Hormuz, according to statement issued by Tehran on Thursday.
The agreement, which is under review in the Islamic Republic's parliament, says that the vessels linked to the US and Israel, as well as countries deemed to have caused damage to Tehran, would not be granted permission to pass through the strategic waterway.
The pact proposes to impose 20% penalty on ships violating the terms of the deal, as per the details shared by the Iranian Consulate in Mumbai.
The consulate said that ships or cargo participated in actions against the Axis of Resistance would be subject to the proposed transit ban. The government, in coordination with the armed forces, will oversee navigation guidance, monitor maritime traffic, and safeguard the security and environmental protection of the Persian Gulf, it added.

The proposal remains under expert review and is open to recommendations before any final legislative action.

Notably, the proposal is still at the expert review stage and the Parliament has invited specialists and stakeholders to submit recommendations before the draft moves forward in the legislative process.
Iran earlier announced that it has reached an agreement with Oman on a proposed route for shipping through the Strait of Hormuz, a key step to reopen of the critical waterway for energy supplies.
A joint statement from Tehran and Muscat is under review and in the final drafting stage, Iranian Foreign Ministry spokesman Esmail Baghaei told reporters on Wednesday, Bloomberg Ndews reported citing a post on Telegram. The disvussions among between the two countries are “forward-moving” and a deal would be struck “if certain third parties do not obstruct this process,” he said.
Both neighbouring countries have been conducting discussions for several days about a management plan for the Strait of Hormuz, which has emerged as the focal point of the ongoing war between the US and the Islamic Republic.
