The Child Education Allowance (CEA) for central government employees have undergone major changes. Effective from April 1, the CEA has been increased to Rs 3,000 monthly per child under the old tax regime, rising from the previous Rs 100. Hostel subsidy exemptions also rose to Rs 9,000 per month from Rs 300. 

Here is a breakdown about what the Children Education Allowance is, its eligibility, what's changed, and what's not as of April 2026.

What is the Children Education Allowance?

The Children Education Allowance (CEA) is a monetary benefit that the central government employees get on a monthly basis. It is meant to cover the school education costs of up to two children in a family, including expenses like school fees, books, uniforms, and hostel stays. The amount can also be claimed if the second birth is that of twins or multiple children.

The reimbursement is done once a year after completion of the financial year. To claim reimbursement under CEA, government employees need to submit a certificate from the head of the institution where their children study. The certificate must also show that the child was enrolled in that educational institution in the said academic year.

How much allowance do government employees receive under Children Education Allowance?

The central government employees receive a fixed Children Education Allowance (CEA) of Rs 2,812.5 monthly per child, effective from January 1, 2024. For Divyang children, the allowance is doubled to Rs 5,625 per month.

In addition, you can claim a hostel subsidy of Rs 8,437.5 per month (fixed). These amounts are irrespective of actual expenses incurred by the government employee.

What are the eligibility criteria for students to receive CEA?

The Children Education Allowance (CEA) covers up to the two eldest surviving children from nursery to class 12. The child should be below the age of 21 years. For Divyang children, the maximum age limit is 22 years.

In addition, the children must study in government-affiliated boards, junior colleges and universities. Children who are studying through correspondence or distance learning are also eligible to receive this benefit.

What's Changed (Effective April 1, 2026)

Massive Increase in Education Exemption: The tax exemption for Child Education Allowance has increased from Rs 100 to Rs 3,000 per month per child (up to two children).

Increased Hostel Allowance: The hostel allowance exemption has jumped from Rs 300 to Rs 9,000 monthly per child.

Total Annual Savings: For a family with two children, total annual exemptions (education + hostel) rise to Rs 2,88,000 (up to Rs 72,000 for education and Rs 2,16,000 for hostel), providing significant savings for mid-to-high earners in the 30 per cent tax bracket.

What's Not Changed

Max Children Limit: The allowance/exemption is still capped at a maximum of two eldest surviving children.

Regime Restriction: The enhanced CEA and Hostel exemptions remain available only under the Old Tax Regime. Taxpayers opting for the New Tax Regime cannot claim these exemptions.

Reimbursement Amount (Government Employees): The fixed reimbursement amount for central government employees remains Rs 2,812.50 per month per child (CEA) and Rs 8,437.50 per month per child (Hostel).

Age Limits: The child should be below the age of 21 years. For Divyang children, the maximum age limit is 22 years.

What Clarifications Did The Government Issue?

After employees from various postal circles sought clarifications about the rules governing child education allowance (CEA) for reimbursement purposes, the Central government has issued clarifications in the form of frequently asked questions (FAQs) to ensure uniform implementation of the scheme and to avoid repeated reference.

In an office memorandum dated April 2, 2026, the Department of Posts has clarified that benefits under CEA and hostel subsidy will be applicable as a one-time relaxation in cases where children of Government employees are required to repeat one additional class on account of the implementation of NEP-2020.

“Accordingly, where a child has studied Nursery (2022-23), LKG (2023-24) and UKG (2024-25) as the three classes preceding Class I, the claim for Nursery (2022-23) may also be considered for reimbursement, provided all other prescribed conditions are fulfilled,” the clarification says.

On whether the reimbursement is available where reinstatement is ordered by the Court and the period is treated as qualifying service, the government says, “The admissibility of CEA shall depend upon how the period from termination to reinstatement is treated by the Competent Authority. As per Para 2(t) of DOPT OM dated 17.07.2018, CEA/Hostel Subsidy is admissible if the Government servant is on duty, under suspension, or on leave (including extraordinary leave).”

It further clarified that CEA was admissible under leave/suspension also. In case of retirement, discharge, dismissal or removal from service, the CEA/hostel subsidy shall be admissible till the end of the academic year in which a government servant ceases to be in service.
