PB Fintech's regulatory overhang may be obscuring what Bernstein believes is a much stronger underlying business. The brokerage has turned positive on the stock, arguing that even if upcoming regulations hurt take-rates to some extent, the impact is unlikely to derail the company's longer-term growth and margin trajectory.

Analysts Manas Agrawal and Himank Sangai have assigned an 'Outperform' rating to PB Fintech with a target price of Rs 2,310, implying around 29% upside. Their core message to investors is blunt: “Don't miss the woods for the trees.”

Why Bernstein Is Turning Positive

Bernstein said PB Fintech has built a "phenomenal sales engine" combining high growth, strong renewals and lower claims, which in turn allows the company to command high take-rates.

That combination has helped PB Fintech grow its top line at 30-35% or more, even at scale, at a time when the broader industry continues to struggle to generate comparable growth.

The brokerage also said its channel checks corroborate recent price action and suggest that potential regulatory cuts are unlikely to be overly harsh.

According to Bernstein, the delay in regulation could partly reflect regulators' understanding that PB Fintech's high take-rates exist for structural reasons, while supporting industry growth remains a priority.

Regulation Is The Overhang, Not The Thesis

Bernstein acknowledged that it does not "love the regulatory uncertainty", but said it is willing to live with the overhang as the regulatory framework gets resolved.

The brokerage expects any cuts or deferrals to hurt PB Fintech, but believes “the cuts cannot be too large.” Even for investors with a one-year horizon, it does not expect regulation to materially damage the company's steady-state economics.

That leaves the potential for the regulatory overhang to eventually lift while strong growth and margin expansion continue.

The Upside-Downside Equation

Bernstein estimates PB Fintech is trading at around 40x FY28 estimated EV/EBITDA, excluding the potential regulatory impact. It expects EBITDA growth of 150%, 60%, 45% and 35% across FY27-FY30, respectively, also excluding regulatory impact.

The upside case is straightforward. If regulations turn out to be benign, Bernstein expects a “large melt-up” as investors who have stayed on the sidelines return to the stock. A benign outcome would also strengthen confidence in the durability of take-rates, potentially supporting higher valuations given PB Fintech's growth and market position.

The downside scenario is more measured. If regulation materially hurts economics, profits and free cash flow could reset and the growth and margin trajectory could restart from a lower base.

Even then, Bernstein expects growth to remain high and believes investors would eventually return following the one-time reset.

‘Buy' The Business, Look Through The Noise

Bernstein said it likes the business, the team and the execution, while its increasing confidence in the base case makes a severe reset a lower-probability outcome.

For investors able to take a one-year view, the brokerage believes the current regulatory uncertainty could offer an opportunity to build a position rather than wait for complete clarity.
