India has implemented significant revisions to its Overseas Citizen of India (OCI) initiative, representing its most considerable transformation in over ten years. The Ministry of Home Affairs (MHA) announced that the revised regulations went into effect on April 1 and are intended to enhance services, enforce compliance, and widen accessibility for the Indian diaspora.

Under the revised rules, foreign nationals will no longer need to wait for a six-month stay period in India to apply for OCI registration. The update is expected to streamline application timelines and improve administrative efficiency.

As per the Citizenship (Amendment) Rules, 2026, several digital measures are introduced for OCI cardholders, including a fully digital application and renunciation process. Under the new framework, all applications for OCI card registration and card renunciation will have to be submitted electronically through the official portal, replacing the earlier paper-based system.

The updates introduce a standardised global fee structure, more stringent passport renewal requirements, and expanded eligibility criteria for specific overseas communities.

The Citizenship (Amendment) Rules, 2026, have introduced a series of online changes for OCI cardholders, including a fully digital application and renunciation process. As per the notification, all applications for OCI card registration and card renunciation will now be submitted electronically through the official portal ociservices.gov.in, replacing the earlier paper-and-ink procedure.

It further said that applications for registration as an Overseas Citizen of India cardholder under Section 7A must be filed in Form XXVIII on the designated online portal.

With the updated regulations, international individuals will not have to endure a six-month residency requirement in India before applying for OCI registration. Candidates can initiate the application procedure soon after their arrival if they fulfil the eligibility criteria. This change is anticipated to enhance application durations and boost administrative efficiency.

New uniformed fee structure

The government has introduced a uniform global pricing system for OCI services, replacing the earlier model in which fees differed across Indian missions and consulates. Under the revised rules, fresh OCI applications filed abroad will cost $275 or the equivalent in local currency, while applications submitted in India will attract a fee of Rs 15,000.

The new framework also standardises other charges: OCI card reissuance after a passport update or personal detail change will cost $25, duplicate cards for loss or damage will be issued for $100, and conversion of old PIO cards to OCI status will also cost $100. Officials said the new structure is aimed at improving transparency and making costs more predictable for applicants worldwide.

The updated rules also impose stricter compliance requirements, mandating OCI cardholders to update their details within three months of getting a new foreign passport. They must upload the new passport details and a recent photograph online, failing which a $25 penalty will apply.
