The Delhi government has released the draft Electric Vehicle Policy 2026-2030, setting timelines for new vehicle electrification and wider incentives to speed up the shift from petrol and diesel vehicles. The move could reshape how people buy and use vehicles in the capital over the next four years.
The draft links the policy to the right to clean air under Article 21 of the Constitution and targets vehicular pollution, which accounts for about 23% of Delhi's total pollution. It lays out purchase incentives, scrapping benefits, charging expansion and recycling measures to build a full EV ecosystem.
New Rules
Under the draft, all new three-wheeler registrations must be electric by 2027. All new two-wheeler registrations must be electric by 2028.
By 2030, at least 30% of school buses must move to electric power. The government fleet will also transition faster to EVs under the plan.

Incentives
The policy proposes a front-loaded incentive model that reduces over three years to encourage early purchases.
It also offers scrapping incentives for older vehicles being replaced. Cars priced below Rs 30 lakh will be eligible for Rs 1,00,000. Goods vehicles will get Rs 50,000, three-wheelers Rs 25,000 and two-wheelers Rs 10,000.
All EVs will get a 100% exemption on road tax and registration fees. Cars priced above Rs 30 lakh will not qualify for these exemptions.
Charging Push
Delhi Transco Limited has been named the nodal agency for charging infrastructure.
The draft proposes a single-window clearance system for faster installation of charging points. It also mandates charging stations at all OEM dealerships and focuses on both public charging stations and battery swapping stations.
The Road Ahead
The policy also covers battery recycling centres and safe disposal norms for used lithium-ion cells.
Subsidy applications and approvals will move to a paperless digital platform. Funding will come through a dedicated EV Fund supported by government grants and environmental charges.
