The Election Commission of India (ECI) has announced Phase III of the Special Intensive Revision (SIR) of electoral rolls, extending the exercise to 16 states and three Union Territories as part of a nationwide voter list verification drive.

According to the ECI, the revision schedule has been planned in coordination with the ongoing Census house-listing exercise, as both processes share common field machinery. 

With the launch of Phase III, the SIR exercise will cover almost the entire country, barring Himachal Pradesh, Jammu and Kashmir, and Ladakh, where the schedule will be announced later after completion of Census Phase II and assessment of weather conditions in snow-bound regions.

Here's a list of states and UTs where SIR will be conducted:

  3. Sikkim
  4. Manipur
  5. Dadra Nagar Havelli, Daman & Diu
  6. Andhra Pradesh
  7. Arunachal Pradesh
  8. Haryana
  9. Chandigarh
  10. Telangana
  11. Punjab
  12. Uttarakhand
  13. Karnataka
  14. Meghalaya
  15. Maharashtra
  16. Jharkhand
  17. Delhi
  18. Nagaland
  19. Tripura

The poll body said more than 3.94 lakh Booth Level Officers (BLOs) will conduct door-to-door verification for nearly 36.73 crore electors during the enumeration phase. 

They will be assisted by over 3.42 lakh Booth Level Agents (BLAs) nominated by political parties.

Describing the SIR as a “participative exercise,” the Election Commission urged political parties to appoint BLAs at every polling booth to ensure transparency and wider stakeholder participation in the revision process.

The EC also highlighted that the first two phases of the SIR, conducted across 13 states and Union Territories covering nearly 59 crore electors, involved over 6.3 lakh BLOs and 9.2 lakh BLAs at different stages of the exercise.
