Telangana Prepares Integrated Logistics Master Plan And Logistics Policy 2.0
The state government, under Chief Minister A. Revanth Reddy's leadership has a vision for transforming Telangana as one of India's most efficient, technology-driven and globally competitive multimodal logistics ecosystem.

As the only land-locked state in southern India, Telangana, in many ways can be seen as the 'South of the North' and the 'North of the South'. The state wants to turn this into a strategic advantage as an inland logistics and distribution hub.

The state government, under Chief Minister A. Revanth Reddy's leadership has a vision for transforming Telangana as one of India's most efficient, technology-driven and globally competitive multimodal logistics ecosystem. A strong logistics boost is key to the state's goal to reach the $3 trillion economy target as part of Telangana Rising 2047 vision.

The Peri-Urban Region Economy (PURE) region, between Outer Ring Road (ORR) and the upcoming Regional Ring Road (RRR) is earmarked for growth corridors in manufacturing, MSME clusters, and logistics, connecting rural and urban economies.

Integrated Logistics Master Plan

With an Integrated Logistics Master Plan (ILMP), the state aims to position itself among India's top logistics destinations by 2047 - powering high-value manufacturing, MSME competitiveness, agri-value chains and next-generation e-commerce. The ILMP will map current and projected freight flows, industrial clusters, consumption centres, and export corridors, enabling demand-driven and future-ready infrastructure creation.

Based on the mapping, a comprehensive framework will guide the phased development of logistics parks, warehousing zones, and air-cargo facilities, integrated with road, rail, and air networks. To leverage the strong tech ecosystem of Hyderabad, the government is also looking at automation readiness, and adoption of green logistics practices.

Telangana is developing a dry port near the RRR, with a proposed 297 kilometre greenfield expressway and rail link connecting it directly to Bandar Port at Machilipatnam in Andhra Pradesh.

Building on existing infrastructure like the logistics parks in Mangalapally and Batasingaram on Hyderabad outskirts, the state plans to develop 10-12 additional logistics parks, along with dry ports and bonded warehousing zones. The upcoming Mega Multimodal Logistics Park at Manoharabad will integrate road and rail freight services.

The Rajiv Gandhi International Airport (RGIA) Hyderabad, is one of India's leading air-cargo hubs for pharmaceuticals, life sciences, perishables, electronics, and other high-value goods. The Telangana government wants to integrate air cargo with road and rail networks, along with the redevelopment of Warangal Airport and expansion of regional air connectivity.

Logistics Policy 2.0

The proposed Telangana Logistics Policy 2.0 is framed around a six-pillar approach covering infrastructure and multimodal integration, digital and smart logistics, regulatory simplification, sustainability and green logistics, skill development including Women in Logistics, and investment promotion and innovation. The focus is on lowering logistics costs and building a resilient and inclusive supply-chain ecosystem.
