Sheikh Mohammed bin Rashid Al Maktoum, Prime Minister of the United Arab Emirates, on Saturday said that they are launching a new government model of which half of the government sectors, services, and operations will run on Agentic AI by 2028. With this development, UAE will be the first government to operate through autonomous systems at this scale in the world.
In a post on X, Sheikh Mohammed wrote, "Under the directives of the President of the UAE, we launch a new government model. Within two years, 50% of government sectors, services, and operations will run on Agentic AI, making the UAE the first government globally to operate at this scale through autonomous systems."
Sheikh Mohammed said the new model marks a shift in the government's use of artificial intelligence, describing AI as no longer just a support tool but an “executive partner” capable of analysing, deciding, executing and improving in real time. In his post, he said the technology would be used to enhance services, accelerate decision-making and improve efficiency across government.

UAE Fixes Two-Years Target
The rollout has been given a fixed two-year timeline, which means the target would be reached by 2028 if implemented as scheduled. "This transformation has a clear timeline. Two years. Performance across government will be measured by speed of adoption, quality of implementation, and mastery of AI in redesigning government work," wrote Sheikh Mohammed on X.
Sheikh Mohammed said all federal government employees would receive specialised training to master AI tools, with the aim of building one of the world's strongest capabilities in AI-driven government.
The implementation will be overseen by Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, while a dedicated taskforce chaired by Mohammad Al Gergawi will drive execution. The project is expected to be introduced in phases across ministries and federal entities, with progress assessed continuously before wider rollout across the federal government.
Sheikh Mohammed concluded his message by framing the initiative as both a technological and service-delivery shift, saying the UAE's principle remains that "people come first". He said the goal is to create a government that is faster, more responsive and more impactful.

The meeting was attended by Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister, and Chairman of the Presidential Court; Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence; Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance; and Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs.
