While speaking on the three historic bills which aim to implement 33% women's quota in legislature, delimitation, and increase number of seats for Union Territories, Prime Minister Narendra Modi remarked that they should have been implemented 25 to 30 years ago.

"We have already delayed it. Whatever the reasons may be, whoever is responsible, we must accept this reality... I know that when this process was underway, consultations were held with all parties. Except for one party, everyone we met did not raise any principled opposition. Whatever happened later, a political direction is being taken," Modi stated.

In his address in the Parliament on Thursday, he underlined that those who had opposed this bill 25-30 years back should did not go deeper than pure political intentions.

"We are all fortunate that we get the auspiscious opportunity to integrate half of the population of India into building its policies," the Prime Minister said.

PM's Address In Lok Sabha

According to Modi, development of country cannot be limited to advancing infrastructure, but incorporating the principle of "sabka saath sabka vikaas". He added that in line with this, women of the country should be a larger part of the lesgislature.

Modi added, “I am confident that the outcome of this churning will not only shape the form and character of the country's politics, but will also determine the nation's direction and condition...”

The Prime Minister also pointed out that ever since discussions regarding women's reservation in the legislature have begun, those parties and politicians who have opposed it have been shunned widely by women of the country.

He emphasised that if the bill is passed unanimously in the Parliament, then the scale will tip in favour of democracy and not just politics, reflecting India's new self confidence in its stride moving ahead.

What Are The Three Key Bills?

Women's Reservation: The proposed legislation lays the groundwork for a 33% quota for women in Parliament and state assemblies, fulfilling a long-standing political pledge. The earliest this reform could take effect is the 2029 general election.

Size Of Lok Sabha

The Lok Sabha's strength could rise sharply to as many as 850 members from the current 543 if the Constitution (131st Amendment) Bill, 2026, is enacted. At present, the Constitution sets an upper limit of 550 seats in the House.

Delimitation

A key feature is the scrapping of the constitutional freeze that has governed seat allocation since it was anchored to the 1971 Census. The amendment permits delimitation based on the “latest published census figures” notified by Parliament, enabling a sweeping reallocation of seats to match contemporary population realities.
