The prime minister said paper leaks have remained a persistent challenge for both the Centre and states for decades, putting the future of millions of students at risk and making sweeping reforms necessary.
He also stressed the need for greater use of technology alongside legal reforms to strengthen the examination process.
"We are determined to ensure that no paper mafia, paper leak syndicate, or any group that plays with the future of our children is spared," Modi said, adding that stringent legal provisions were essential to deal with such offenders.
Referring to the legislation, Modi said the government had fulfilled its commitment to bring the Bill before Parliament, where it was debated over two days before being passed by both Houses.
"I am pleased to inform you that today, both Houses have passed this Bill containing stringent legal provisions," he said.
Calling the legislation an important milestone in building a trustworthy examination system, Modi said the government's efforts to eliminate paper leak-related irregularities would continue.
"Our efforts will continue, and we will not allow such situations to persist for long," he said, urging citizens to work together towards the vision of a developed India.
