Investigators suspect that Shivraj Motegaonkar, a chemistry instructor from Latur, obtained access to the NEET-UG question paper about 10 days before the test and distributed copies to other people, including an accused named Vivek Patil, according to CBI sources.
In Maharashtra's coaching circles, Shivraj Motegaonkar — also referred to as "M Sir" — is a well-known figure in the NEET and JEE preparation sector.
Motegaonkar developed RCC Classes (Renukai Career Center) into one of the biggest coaching companies in Maharashtra. His name has recently come up in the ongoing inquiry into the NEET paper leak, and the CBI has been questioning him for a few days.

Motegaonkar's ascent is noteworthy not only for his present achievements but also for the path that led him there. He was raised in a rural family in Latur and started as a private tutor, frequently riding his bike through the city to reach his students. He began teaching in a rented room with roughly ten students in the late 1990s.
Now that the CBI is to determine how the material might have been accessed and disseminated, the agency is currently performing forensic examination on electronic devices found during searches at RCC-affiliated locations, including cell phones, laptops, iPads, and digital storage systems.
Motegaonkar established RCC as a prominent coaching brand throughout Maharashtra and gained recognition as a prosperous chemistry instructor and educational entrepreneur. According to reports, the coaching network serves about 40,000 children a year through facilities dispersed throughout multiple districts.

However, through purported connections with insiders involved in the National Testing Agency's paper-setting process, investigators are now looking into whether components of the coaching ecosystem might have had access to private exam material.
There has also been criticism of a social media video that features Motegaonkar. Investigators claim that the footage showed him conversing with pupils following the test and inquiring as to how many questions from RCC's test series matched the actual paper.
As part of the broader investigation, CBI officials are examining the video to set the scene and see if it provides any new clues.
