The Petroleum Ministry has clarified that circulating news reports on mandatory biometric Aadhaar authentication (e-KYC) for LPG consumers stem from a recent post that is NOT a fresh directive but part of the government's ongoing efforts to encourage more consumers to complete the process for better subsidy management.

The Petroleum and Natural Gas Ministry has enforced biometric Aadhaar verification (e-KYC) as a requirement for all residential LPG users, a policy designed to optimize subsidy distribution and curb misuse, considering the Middle East turmoil.
While the supply situation has improved in India, the ministry recently stated that consumers can execute the verification process from the comfort of their homes using their smartphones via the mobile applications of oil marketing firms in conjunction with the Aadhaar FaceRD app. This mandate is directed towards clients of public sector enterprises including Indian Oil, Bharat Petroleum, and Hindustan Petroleum.

Tighter norms for PM Ujjwala, inactive connections
For beneficiaries of the Pradhan Mantri Ujjwala Yojana, the rule is stricter. They must complete biometric authentication at the start of every financial year before their first refill to continue receiving benefits.
Oil companies have tightened norms for inactive connections. Consumers who have not booked a refill for over nine months may be required to complete KYC physically at distributor offices before placing a new order. This comes amid supply pressures linked to global energy disruptions and efforts to curb irregular usage.
PNG consumers must surrender LPG connection
In a notice released on March 14, the Ministry of Petroleum and Natural Gas revised the Liquefied Petroleum Gas (Regulation of Supply and Distribution) Order, 2000 under the Essential Commodities Act.
According to the revised regulations, consumers with PNG connections are required to promptly relinquish their domestic LPG connections and will not be permitted to obtain refills from government oil companies or their distributors.
The directive also forbids oil marketing firms from issuing new LPG connections or refilling cylinders for customers who already benefit from a PNG supply.
