From 2006 to 2022, Dr David Morens, a 78-year-old physician and scientist, served as a senior adviser to Dr Anthony Fauci and held a senior position at the US National Institute of Allergy and Infectious Diseases (NIAID).

Morens pleaded guilty on Tuesday, Aug. 18, to a federal criminal conspiracy charge related to allegations that he concealed government records connected to COVID-19 research grants.

Morens spent decades working for the US federal government and was involved in matters related to coronavirus research funding and other infectious disease issues during the COVID-19 pandemic.

What Was Morens Accused Of?

US prosecutors accused Morens of conspiring to use his personal email account for government-related communications in an effort to avoid federal public records requirements.

According to prosecutors, Morens and others were aware that communications sent through official government channels could be subject to requests under the Freedom of Information Act, or FOIA. They allegedly used personal email accounts to discuss matters they did not want to be accessible through such requests.

The case involved records related to COVID-19 research funding, including a controversial grant concerning bat coronavirus research.

According to prosecutors, concerns over claims that COVID-19 may have originated from a laboratory in Wuhan intensified scrutiny of the research. The National Institutes of Health subsequently cancelled a grant connected to bat coronavirus research, part of which had been awarded to a laboratory in China.

Prosecutors alleged that Morens attempted to support efforts to reinstate the funding and counter claims linking the research to the origins of COVID-19.

However, the criminal case does not establish that Morens, the research grant or any of the organisations involved caused the COVID-19 pandemic. The charge relates specifically to the alleged concealment of government records and conspiracy to evade public disclosure requirements.

Case Draws Attention To Government Transparency

Morens' guilty plea comes amid continuing political and congressional scrutiny of the origins of COVID-19 and the US government's handling of pandemic-related research.

The case has also renewed attention on transparency within government agencies and whether officials properly preserved communications related to COVID-19 research and funding.

Fauci has not been charged in connection with the Morens case.

The allegations against Morens centre on his own communications and the alleged effort to keep certain government-related correspondence outside official channels and beyond the reach of public records requests.
