Markets regulator Sebi has partnered with Rashtriya Raksha University (RRU) and NISM to deepen expertise in cybersecurity and strengthen research, training and capacity building across the securities market.
The tripartite memorandum of understanding (MoU), signed on August 17, envisages long-term collaboration among the three institutions in areas including education, training, policy support, institutional cooperation and knowledge exchange, the regulator said in a statement on Monday.
RRU is an institution of national importance under the Ministry of Home Affairs, while NISM is an educational initiative of Sebi.
Under the agreement, the parties will jointly design and deliver training programmes, workshops, certification courses, executive education programmes and awareness initiatives for government officials, regulators, law enforcement agencies, financial institutions, Sebi-regulated entities, academia and the general public.
The collaboration will also focus on domain-based training in current and emerging technologies for Sebi officials, regulated entities and the public.
The training programmes will cover areas such as secure software development, coding practices, API security and cybersecurity exercises, including tabletop exercises, cyber awareness and risk management programmes for board members and senior management.
Other areas will include Security Operations Centre (SOC) training, vulnerability assessment and penetration testing, artificial intelligence, quantum computing and other emerging technologies.

The pact also provides for degree, diploma and certification programmes for industry professionals, Sebi-regulated entities and prospective professionals.
The three institutions will establish a knowledge repository of courses related to the capital market as well as a directory of trained professionals.
The collaboration will further facilitate research and academic cooperation and seek to enhance securities market intelligence by leveraging open-source intelligence (OSINT) technologies and techniques pioneered by RRU. Also, the agreement envisages leveraging international partnerships in academics and capacity building.
A key feature of the MoU is the proposed establishment of a Technical Innovation Unit (TIU), envisioned as a command centre for the securities market. The TIU will focus on joint operations, research and innovation within the Indian securities market ecosystem, according to Sebi.
