Iran has outlined a 10-point proposal tied to a potential ceasefire with the United States, even as both sides move towards a limited two-week pause in hostilities to allow talks to begin. The proposal calls for a halt to fighting across multiple fronts, alongside wider demands that include lifting sanctions, reopening the Strait of Hormuz and securing compensation for reconstruction.

The plan sets out Iran's terms for ending the conflict and frames the ceasefire as conditional, with progress dependent on whether the United States meets these requirements.

The 10-point plan includes:

  • A complete halt to war in Iraq, Lebanon and Yemen
  • A permanent end to the war on Iran with no deadline
  • An end to all regional conflicts
  •  Reopening of the Strait of Hormuz
  • Agreed safeguards for maritime security in the strait
  • Full compensation for reconstruction in Iran
  • Lifting of all sanctions on Iran
  • Release of Iranian funds frozen by the United States
  • A commitment by Iran not to pursue nuclear weapons
  • An immediate ceasefire across all fronts once conditions are accepted

Iran's Supreme National Security Council said it has agreed to a two-week ceasefire window, during which negotiations with the United States are expected to begin in Islamabad. Officials said the pause “does not signify the termination of the war”, underlining that the arrangement depends on progress in talks.

Foreign Minister Abbas Araghchi said Iran would allow safe maritime movement through the Strait of Hormuz during the negotiations, but added that this would take place under coordination with its armed forces and subject to “technical limitations”. It remains unclear if this signals a full easing of controls on the route, which has been under tighter oversight since the conflict intensified.

US President Donald Trump said he is willing to match the pause with a two-week suspension of planned strikes on Iran, provided there is a “complete, immediate, and safe” reopening of the strait. He described the move as a “double-sided ceasefire” intended to create space for diplomacy.

Trump said the decision followed discussions with Pakistan's Prime Minister Shehbaz Sharif and Army chief General Asim Munir. He said Iran's proposal offered a “workable basis” for negotiations and added that several key issues between Washington and Tehran had already been addressed, raising the possibility of extending the temporary pause into a longer arrangement.
