Rajasthan Royals team manager Romi Bhinder has come under scrutiny for allegedly breaching anti-corruption protocols after being seen using a mobile phone in the dugout during their IPL clash against the Royal Challengers Bengaluru on Friday.
The video of Bhinder checking the mobile phone has widely been shared across different social media platforms. Even IPL founder and the league's former commissioner Lalit Modi has taken interest in the incident and said that the usage of phones in the dugout during the match is disallowed.

Bhinder has been issued a notice by the Board of Control for Cricket in India's Anti-Corruption and Security Unit (ACSU) and has been asked to explain his actions within 48 hours. As per regulations, using a mobile phone in the Players and Match Officials Area is prohibited. Confirming the development, IPL Governing Council chairman Arun Dhumal stated that the ACSU has been directed to investigate and submit a report.

According to a report in The New Indian Express, Bhinder is suffering a medical condition which has prompted him to keep the phone with him. "Both of his lungs had collapsed and that medical emergency meant he spent nearly a month in a Nagpur hospital," informed one of the sources to The New Indian Express.
The report says that a ACSU officer confirmed that one mobile phone can be permitted in the dugout, typically with the team manager, for emergencies. However, the phone can only be used when the managed is in the team dressing room.
"Besides, possessing a mobile phone and a laptop in the dugout is allowed as per the protocol. The only problem was the usage but again he was not making calls or receiving any of them. He was just scrolling his phone. He has time and he will try to explain his point of view to the ACSU officials," another source said to the New Indian Express.
RR went on to beat RCB by six wickets with Vaibhav Sooryavanshi winning the Player of the Match award for his knock of 78 in 26 balls.
