Toxic levels of air pollution monitored over Delhi almost every week from Nov. 1, 2018, to Jan. 6, 2019, showed that the government's emergency plans to tackle the city's annual crisis have failed, said a report of United Residents Joint Action, a collective of the city's resident welfare associations.

The report comes at a time when Delhi's air-quality rose above hazardous levels on Jan. 17, 2019, in some areas, up to three times higher.
