Holi 2025: Mumbai Police Issues Public Advisory; Here's What Allowed, What's Not

Mumbai Police has issued a public advisory to maintain peace and safety during Holi, Dhulivandan and Rang Panchami celebrations.

The advisory, which will be effective from Wednesday to next Tuesday, lays out restrictions aimed at ensuring smooth and orderly celebrations across the city.

The festival of colours will be celebrated on Friday. Traditionally, Holika Dahan — symbolising the victory of good over evil — will take place on Thursday night.

To prevent public nuisance and ensure safety, Mumbai Police has imposed certain restrictions on public behaviour during the festival.

As per the order issued by Akbar Pathan, the deputy commissioner of police, operations, the following prohibitions will be in place across Mumbai during the celebrations:

  • Obscene public utterances: The use of obscene words or slogans in public, along with the singing of indecent songs, is strictly prohibited.

  • Offensive gestures and symbols: Any gestures, mimetic representations, or displays, including pictures, symbols, placards, or objects, that may offend dignity, decency, or morality are banned.

  • Spraying coloured water on pedestrians: The act of spraying or throwing coloured water, dyes, or powders on passersby is not permitted.

  • Throwing water balloons: The preparation and use of water-filled balloons, whether coloured or plain, is strictly forbidden during the celebrations.

The order further stipulates that any individual found violating these restrictions, or aiding in the violation, will face legal action under Section 135 of the Maharashtra Police Act.
