1. 4 Ceasefire Violations in a Day; Civilians Used as Shields in Baramulla Attack
Pakistani troops violated the ceasefire four times on Monday by targeting forward posts and civilian areas along the LoC in Poonch district with 120 mm mortar bombs and opening fire with automatic weapons, drawing retaliation from Indian troops.
Two women and a man were injured during the cross-firing. Also on Monday, Foreign Affairs Advisor to Pakistan Prime Minister Sartaj Aziz said that Indian NSA Ajit Doval and his Pakistani counterpart Nasser Janjua spoke over the phone on Monday after recent tensions.

2. Karnataka Starts Release of Water, Ends Defiance of SC
Following a unanimous resolution in the state legislature, Karnataka ended its defiance of the Supreme Court's orders and started the release of 6,800 cusecs of water for irrigation purposes from the KRS dam at 8 pm on Monday; a large portion of this water is expected to reach Tamil Nadu. The move comes in the wake of the court's observation on 30 September, warning Karnataka not to invite the “wrath of the court” and asking it to release 6,000 cusecs a day from 1 to 6 October.

A report from Mysuru said the discharge from the Kabini reservoir was at the rate of 3,500 cusecs.

3. Was Not Aware About Amanmani's Election Ticket, Says Akhilesh
Barely an hour after UP Samajwadi Party chief Shivpal Yadav on Monday announced the candidature of Amanmani Tripathi, facing charges of killing his wife, for the forthcoming assembly elections, chief minister Akhilesh Yadav said he had "no knowledge" about the decision.
Tripathi, the son of murder convict parents –former minister Amarmani and wife Madhumani Tripathi – has been given an SP ticket from Nautanwa assembly constituency in Maharajganj. The chief minister had ordered a CBI probe against Tripathi after his wife reportedly died in a road accident but her parents accused him of killing her.
Responding to a direct question on the SP giving a ticket to Tripathi, Akhilesh, quizzing the press on whether they wanted an "honest" answer or a "political" one, said:

4. Miffed BCCI to Cancel Ongoing India-New Zealand Series
Reacting to the Justice LM Lodha committee's direction to banks to freeze its accounts, a disgruntled BCCI has decided to cancel the ongoing New Zealand series, which has a Test and five ODIs remaining. According to a senior board official, the board was forced to take this step as its hands were tied.

5. HRD Wants Probes Against Vice-Chancellors of AMU, Allahabad University
HRD Minister Prakash Javadekar has sought the President's approval to launch an inquiry against two vice-chancellors –including one appointed by his predecessor Smriti Irani – heading central universities in the poll-bound state of Uttar Pradesh.

Rashtrapati Bhavan is learnt to have received two proposals from the HRD Ministry last week recommending a probe into allegations of financial, administrative and academic irregularities against Aligarh Muslim University V-C Zameeruddin Shah and Allahabad University V-C R L Hangloo.
Shah, appointed by the UPA government in May 2012, has been critical of the Centre's move to oppose AMU's minority status.

6. China Dam Raises Hackles in Assam
Indigenous organisations in Assam are up in arms against China's reported move to block one of the tributaries of the Brahmaputra in Tibet and construct a mega hydroelectric project on it. Chief minister Sarbananda Sonowal has decided to take up the matter with the Centre.
The All Assam Students' Union (AASU) and Krishak Mukti Sangram Samiti (KMSS), two leading indigenous organisations that are spearheading a movement against the construction of big dams on the Brahmaputra and its tributaries, on Monday demanded that the chief minister must impress upon Prime Minister Narendra Modi the need to urgently take up the matter with China and prevent the neighbouring country from doing anything on the Brahmaputra that would hamper its natural flow in Assam.

7. CBSE Asks Schools to Disclose Fees on Website
Parents will now be able to know the facilities that schools are offering and the fees being charged by them, with the CBSE asking all affiliated schools to put up this information on their websites.
An office memorandum issued by the Central Board of Secondary Education (CBSE) to schools across the country points out that the affiliation bylaws of the board stipulates that “fees charged should be commensurate with the facilities provided by the institution”.
All schools have been asked to disclose the information on the CBSE's website and also upload the data on their websites by 31 October. The circular issued on September 29 states that the information will be helpful to parents and students to know about the facilities available in the schools.

8. PIL Seeks Report on Jayalalithaa's Health
A PIL was filed in the Madras High Court seeking a detailed report from the government on the health condition of Chief Minister J Jayalalithaa and releasing of photographs of the meeting she is said to have had with her cabinet colleagues and officials in the hospital, where she is admitted.
The petitioner, “Traffic” Ramaswamy, a social activist, submitted that the people of Tamil Nadu were eager to know about the health condition of Jayalalithaa.
Meanwhile, the hospital stated on Monday, Chief Minister Jayalalithaa is on “respiratory support” and her condition continues to improve.

9. Maharashtra to Hold Cabinet Meeting in Marathwada
The Maharashtra government will hold a special cabinet meeting in Aurangabad in the Marathwada region on Tuesday, an annual feature that assumes greater significance in the backdrop of Maratha unrest that started in Aurangabad and floods in parts of the region.
A senior Bharatiya Janata Party (BJP) minister from Marathwada said on condition of anonymity that the cabinet would address issues like “creation of job opportunities for youths in Marathwada, the flood situation, and damage to crops caused by incessant rains in the last week of September and start of October”.On Monday, the state government asked the district collectors of all eight districts in Marathwada to carry out a preliminary survey of crop damage.
