Jan Vishwas Bill 2.0 To Be Tabled In Lok Sabha Today

The government will introduce the Jan Vishwas (Amendment of Provisions) Bill, 2025, in the Lok Sabha on Monday as part of its push to further boost ease of doing business and ease of living.
Commerce and Industry Minister Piyush Goyal will introduce the bill, which seeks to amend several enactments to decriminalise and rationalise offences, thereby strengthening trust-based governance. This marks the second major round of reforms under the Jan Vishwas framework after the first law was enacted in 2023.
"There are laws in our country, astonishing as it may sound, that provide for imprisonment over trivial matters, and no one ever paid attention to them. I have taken it upon myself to ensure that such unnecessary laws, which place Indian citizens behind bars, are abolished. We had introduced a bill in Parliament earlier; we have brought it again this time," Prime Minister Modi had said during his Independence Day speech.
As many as 300 minor offences stand to be decriminalised under the Bill, while first offences will come with no penalties, and an improvement notice will be served instead, NDTV Profit has learnt.
Penalties apply from the second offence onwards, and the amount will be the same as it was for the first offence in Jan Vishwas 1.0. In the 2023 version, the Jan Vishwas law decriminalised minor offences through amendments in 183 provisions of 42 acts.
According to the agenda, once introduced, the Bill may also be referred to a Select Committee of the Lok Sabha for further scrutiny. The Committee is expected to submit its report by the first day of the next session.
The Jan Vishwas initiative is aimed at reducing the compliance burden on individuals and businesses, removing archaic penal provisions, and promoting a more facilitative regulatory environment.
Officials have described the exercise as key to improving India’s investment climate and aligning the regulatory framework with the government’s vision for a “Viksit Bharat by 2047”.
Apart from the Jan Vishwas Bill, the government will also table the Indian Institutes of Management (Amendment) Bill, 2025, while a special discussion is scheduled on India’s first astronaut aboard the International Space Station.
