(Bloomberg) -- Representative Will Hurd, a former CIA officer, won re-election in a competitive Texas border district as Democratic challenger Gina Ortiz Jones conceded the race, the Associated Press reported.
The Hispanic-majority 23rd Congressional District was a top target for Democrats. The Associated Press declared Hurd the projected winner on Nov. 7, but later retracted the call when Jones pulled ahead briefly in the vote count.
