Budget 2025: Tax, Income, Infrastructure — Most-Used Words By Nirmala Sitharaman In Speech
'Reform' was used 28 times during the Budget 2025 presentation by Finance Minister Nirmala Sitharaman.

The Union Budget 2025, presented by Finance Minister Nirmala Sitharaman in Parliament on Saturday, mentioned the word 'tax' 65 times. While 'reform' was used 28 times , 'income' was mentioned 24 times throughout the speech. The word 'development' came up 25 times, while 'investment' featured 21 times.
In the interim budget session in 2024, the word 'tax' was used 31 times, while the final budget session of 2024 featured the word 68 times, slightly more than its usage in the speech on Saturday. The word 'development' was used 34 times in the interim budget speech for 2024, and 50 times in the final budget speech the same year.
The maximum number of times the word 'tax' featured in Budget speeches between 2019 and 2025 was in 2020, with the word being mentioned 232 times. Cropping up 61 times, 'income' also holds the record for maximum usage in the same year, along with 'development', which follows closely at 52 times.
The word 'investment' was used the most in 2019, at 45 times, while 'infrastructure' was used 57 times in 2021. 'Capital' showed up 43 times in 2021, being used the most that year.
'Green' was mentioned the most in 2023, with there being 23 instances of the word in the finance minister's speech. Similarly, at 35 times, 'digital' had the highest mentions in 2022.
'Income tax' was used the most in 2020, at 24 times, and the word reform was used the most in the same year with 19 mentions.
The word 'infrastructure' was used 19 times in the Union Budget 2025 speech, while the 2024 interim budget speech saw it mentioned only eight times.
The word 'capital,' was mentioned nine times, thrice its usage in the previous interim budget speech.
The word 'green' was mentioned twice, and 'digital' was mentioned five times. These two words were not mentioned in the 2024 interim or final budget speech.
'Income tax' was mentioned four times in the 2025 budget speech, but not mentioned in both the previous year's budget speeches.
Sitharaman presented her eight consecutive budget on Saturday. "This budget continues our government's efforts to accelerate growth, secure inclusive development, invigorate private sector investments, uplift household sentiments, and enhance spending power of India's rising middle class," the finance minister said.
