BMC Budget 2025: Coastal Road, Goregaon-Mulund Link, Mumbai Eye Among Key Infrastructure Projects
The highest allocation in the budget has been made for the Mumbai Sewage Disposal Project, which involves the construction of seven sewage treatment plants.

The Brihanmumbai Municipal Corporation, India's richest civic body, on Tuesday presented its budget of Rs 74,427 crore for the financial year 2025-26. This marks a 14.19% increase from the Rs 65,180.79 crore allocated in 2024-25.
Of the total budget, Rs 43,162 crore has been earmarked for capital expenditure, while Rs 31,204 crore is allocated for revenue expenditure. A significant portion of the capital expenditure has been dedicated to key infrastructure projects aimed at strengthening Mumbai’s urban landscape.
The BMC has also proposed the construction of Mumbai Eye, a giant observation wheel modeled after the London Eye at a suitable location under a public-private-partnership model. The project aims to create a major tourist attraction in the city that will feature air-conditioned, sealed passenger capsules, each accommodating 25 people and offering panoramic views of the city.
Key Infrastructure Projects in BMC Budget 2025-26
Mumbai Sewage Disposal Project – Rs 5,545 crore: The highest allocation in the budget has been made for the MSDP, which involves the construction of seven sewage treatment plants. These plants are expected to become operational between 2026 and 2028, significantly improving the city's wastewater management system.
Goregaon Mulund Link Road – Rs 1,958.73 crore: The 12-km long GMLR will connect the Western Express Highway with Mulund in the eastern suburbs. Currently, there is no direct connectivity between these areas, and peak-hour travel time ranges from 75-90 minutes. Once completed by 2028, the GMLR is expected to reduce travel time to just 25 minutes.
Mumbai Coastal Road (South) Project – Rs 1,516.31 crore: BMC has allocated Rs 1,516.31 crore in 2025-26 for the Mumbai Coastal Road (South) project. In the revised estimate for 2024-25, Rs 2,099 crore was earmarked for this project.
Road and Traffic Department – Rs 5,100 crore: The budget for the Road and Traffic Department has been increased to Rs 5,100 crore from Rs 4,111.51 crore in the previous year. This includes funding for various road improvement projects.
Bridge Department – Rs 4,000 crore: BMC has allocated Rs 4,000 crore for the second phase of the Mumbai Coastal Road Project which will connect Versova to Dahisar, improving north-south connectivity in the city.
Road Concretisation Project – Rs 3,111 crore: A total of Rs 3,111 crore has been allocated to accelerate the concretisation of Mumbai’s road network, enhancing road durability and reducing maintenance costs.
