Finance Minister P Chidambaram today said that Rs 40,000 crore spectrum revenue estimate in the Budget 2012-13 was mentioned without any analysis.
"Last time, the Rs 40,000 (crore) was put in there without any analysis. This time I have got it broken down to last digit and I hold them to that number and I will try to get that number," Mr Chidambaram said in TV interviews.
The government in Budget 2012-13 had estimated revenue of Rs 58,217 crore from 'other communication revenue,' which included Rs 40,000 crore from spectrum sale through auction. However, the estimate has been revised to Rs 19,440.67 crore following tepid response to the auctions.
For the financial year 2013-14, government expects a revenue of Rs 40,847.05 crore from 'other communication services', which include receipt from spectrum sale.
"I have a statement in writing from the Department of Telecommunication (DoT), how they are going to give me that amount. It includes one time fee, it includes fees for excess revenues and the annual payment on the licences they (telecom operators) have bid," Mr Chidambaram said.
Government was expecting around Rs 26,000 crore from one-time fee on spectrum that the telecom operators hold beyond the quantum they were allocated with permits.
Most of the telecom operators approached court and DoT demand for one-time spectrum fee has been stayed by respective courts.
The Finance Minister said that litigation will in turn help the government to realise pending revenue faster.
