US Secretary of State Marco Rubio is scheduled to embark on a high-profile, three-day official visit to India on Tuesday, October 20, his second visit to the country this year. Rather than travelling to New Delhi, Rubio's itinerary focuses on the country's financial and industrial centres, Mumbai and Jamnagar. Energy security, bilateral trade and strategic cooperation are expected to feature prominently in discussions.

The visit comes at a pivotal time as Washington and New Delhi engage in talks on Russian oil imports, unresolved tariff arrangements and high-tech supply chains. External Affairs Minister S. Jaishankar is scheduled to host Rubio in Mumbai for discussions on strengthening and reviewing the Comprehensive Global Strategic Partnership between the two countries.

Day-Wise Schedule

  • Day 1: Tuesday, October 20 (Mumbai)

Secretary Rubio is expected to arrive in Mumbai at around 2:15 PM IST, where he will visit the Taj Mahal Palace Hotel to pay homage to the victims of the 26/11 terror attacks.

Formal talks between the delegations, led by External Affairs Minister S. Jaishankar, are scheduled to begin at around 4:00 PM IST, with discussions expected to focus on critical technologies, regional security developments and bilateral trade.

Later in the evening, both leaders are scheduled to attend a ceremony marking the 250th anniversary of American independence (US@250), where Jaishankar will be the Guest of Honour.

  • Day 2: Wednesday, October 21 (Mumbai)

Rubio is set to hold private meetings with top Indian business executives, institutional investors and banking officials. The discussions will focus on strengthening bilateral trade, boosting foreign direct investment and expanding mutually beneficial supply chain partnerships.

  • Day 3: Thursday, October 22 (Jamnagar, Gujarat)

Rubio visits Jamnagar to tour Reliance Industries' massive refining and petrochemical complex, recognised as the world's largest single-site refinery.

Discussions will focus on optimising production capacity, ensuring stability in global oil markets, and advancing Reliance's reciprocal large-scale investments in US energy infrastructure before Rubio wraps up his tour.

The visit highlights Washington's pragmatic approach to its engagement with India, with a focus on strengthening commercial energy ties and strategic supply-chain partnerships, even as negotiations continue over broader trade tariffs and energy procurement policies.

India is pushing for more favourable tariff terms for its exports to the US compared with those offered to competing countries. External Affairs Minister S Jaishankar recently indicated that trade negotiations between the two countries were approaching a “landing point”.

Bilateral relations deteriorated significantly after Washington imposed punitive tariffs on Indian goods last year. Tensions were further heightened by US President Donald Trump's claims about his role in de-escalating the India-Pakistan military confrontation in May 2025, prompting strong reactions from Indian officials.

Washington's revised immigration policies and its decision to raise H-1B visa fees have also strained ties. Relations came under further pressure following the US decision to restrict a key green-card processing programme used by major global and Indian IT companies, including Tata Consultancy Services and Wipro.
