(Bloomberg) -- European Union nationals may make up the biggest group of foreigners in Switzerland, but fewer and fewer of them are moving to the country: net migration has been slowing over the last two years and registered just 8,556 people in the first quarter. That indicates that the 2014 plebiscite to rein in inflows might have had the desired effect -- even though parliament stopped short of implementing quotas.
