Millions of central government employees and pensioners are eagerly waiting for the 8th Pay Commission salary revision. The drafting committee of the National Council (Joint Consultative Machinery), or NC-JCM, will meet on April 13 to review the final memorandum.
The meeting will be held at the JP Choubey Memorial Library (AIRF Office Premises),4, State Entry, in New Delhi at 11 am. It is expected to discuss pay scale revisions, annual increments, allowances and other benefits.
As of now, the government has not announced the official date for the salary increase. Arrears will be calculated based on the date fixed for the implementation of the 8th Pay Commission.
The NC-JCM secretary, Shiv Gopal Mishra, sent a letter to all members of the drafting committee, stating, "The April 13 meeting is in continuation of the March 12, 2026, meeting when all drafting committee members of the 8th Pay Commission met to discuss the common memorandum of all employee and pensioner bodies."

The upcoming salary hike will depend on the fitment factor. Some employee groups are reportedly asking for a fitment factor of 3.15, while many experts think it could cross 2.5. However, the exact salary increase will only be known after the government decides the fitment factor, which may take more than a year.
Pankaj Chaudhary, Minister of State for Finance, said in Parliament last month that the 8th Pay Commission will make its recommendations on pay, allowances, pensions, and other benefits for central government employees. The 8th Pay Commission is expected to complete this work within 18 months from November 2025.
C Srikumar from the All India Defence Employees' Federation (AIDEF) told the Economic Times that the April 13 meeting will likely finalise a common memorandum. AIDEF, along with employee representatives from Railways, Defence, and other sectors, will discuss and finalise their proposals together in this meeting.
Employee and pensioner groups want the 8th Pay Commission arrears to be counted from January 1, 2026. The Federation of National Postal Organisations has also asked the government to merge the 58% dearness allowance with basic pay and give interim relief from the same date.
