PM Modi To Inaugurate Kartavya Bhavan On Aug. 6: Central Secretariat Building To House These Ministries
Kartavya Bhavan – 03 is the first of several new Common Central Secretariat buildings designed to streamline administrative operations and promote efficient governance.

Prime Minister Narendra Modi will inaugurate Kartavya Bhavan on Wednesday, Aug. 6, marking a major step in the Central Vista redevelopment project and the government’s push for modern administrative infrastructure.
The facility, located at Kartavya Path in Delhi, will be inaugurated at 12:15 p.m.. This will be followed by a public address by the Prime Minister at Kartavya Path at 6:30 p.m.
Modern Office Complex
Kartavya Bhavan – 03 will mark a major milestone in the Central Vista redevelopment project. As the first of several new Common Central Secretariat buildings, it is designed to streamline administrative operations and promote efficient governance. It spans nearly 1.5 lakh square metres across two basements and six upper floors.
Several major ministries now operate from old buildings such as Shastri Bhawan, Krishi Bhawan, Udyog Bhawan and Nirman Bhawan built between the 1950s and 1970s.
Ministries moving into Kartavya Bhavan – 03 include Home Affairs, External Affairs, Rural Development, MSME, Petroleum & Natural Gas and the Department of Personnel & Training. The office of the Principal Scientific Adviser will also be located there.
It is reported that the new building will have state-of-the-art governance infrastructure with secure, IT-enabled workspaces, access controlled by ID cards, integrated electronic surveillance and a centralised command system for better operational efficiency.
Focus On Sustainability
Kartavya Bhavan has been built with an emphasis on green technology and energy efficiency. The building targets a GRIHA-4 green rating.
Its features include double-glazed windows, rooftop solar panels, solar water heaters, rainwater harvesting and an advanced HVAC system. Together, these systems are expected to reduce energy use by 30%.
LED lighting, smart lifts and motion sensors will help manage electricity consumption. Solar installations on the rooftop are expected to generate over 5.34 lakh units of electricity annually.
Zero-Discharge, Eco-Conscious Design
The building follows a zero-discharge policy, treating and reusing wastewater onsite. It uses recycled construction materials, including demolition waste for paving and dry partitions to reduce topsoil use.
Charging stations for electric vehicles are installed across the campus. Solid waste will be processed within the facility itself, further reducing its environmental footprint.
Kartavya Bhavan is part of a broader overhaul of administrative facilities in New Delhi. The Common Central Secretariat project aims to centralise operations, improve collaboration among departments, and provide secure, modern and efficient office spaces.
