Starting June 1, 2024, the process of obtaining a driving license in India will become simpler and more efficient. The Ministry of Road Transport and Highways has introduced new rules that aim to make the licensing procedure easier for everyone. Here are the key changes:
Key Changes In Driving Licence Rules
1. No RTO Driving Test Required
One of the biggest changes is that you no longer need to take your driving test at the Regional Transport Office (RTO). Instead, you can take your driving test at accredited private driving schools. If you pass the test at these schools, you will receive a certificate that allows you to apply for a driving licence without further testing at the RTO. However, if you don't have a certificate from an accredited school, you will need to take the test at an RTO.
2. Stricter Penalties
Driving without a valid licence now incurs a higher penalty, up to Rs 2,000. For minors caught driving, the fine is Rs 25,000, and their parents may also face penalties. Additionally, the vehicle's registration certificate could be cancelled.
3. Eco-Friendly Measures
The Ministry is phasing out 9,000 old government vehicles and raising emission standards for other vehicles to reduce pollution. This is part of a broader effort to encourage the use of electric vehicles (EVs) and reduce environmental impact.
4. Simplified Application Process
While the procedure for applying for a driving licence remains the same, the paperwork required has been reduced. Now, applicants need fewer documents, which simplifies the process, especially for those applying for two-wheeler or four-wheeler licences.
Revised Fee Structure
Here are the new fees for various types of licences:
Learner's licence: Rs 200
Learner's licence renewal: Rs 200
International licence: Rs 1,000
Permanent licence: Rs 200
Permanent licence renewal: Rs 200
Issue of renewed driver licence: Rs 200
New Guidelines for Private Driving Schools
Private driving schools must meet certain criteria to be accredited:
They must have at least one acre of land (two acres for four-wheeler training).
They need appropriate testing facilities.
Trainers must have a high school diploma, at least five years of driving experience, and knowledge of biometrics and IT systems.
Training courses for light motor vehicles must be 29 hours over four weeks, with 21 hours of practical training and eight hours of theoretical instruction. Training for medium and heavy vehicles requires 38 hours over six weeks.
Schools will face a Rs 5,000 fee for issuing or renewing licences without proper training.
How To Apply For A New Driving Licence
You can now apply for a driving licence online. Here's how:
Select your state.
Click on "New Driving Licence" from the "Driving Licence" menu.
Enter your "Learning Licence Number" and "Date of Birth" to proceed.
Fill out the application form.
Click "Next" to proceed.
Visit the RTO on the scheduled date with your original documents and fee slip.
