Delhi's next big healthcare opportunity may not come from a new hospital chain, but from how much more efficiently the city can use its scarce land and expand its healthcare capacity. Jefferies believes the proposed Master Plan Delhi 2047 (MPD-2047) could improve the economics of hospital expansion, widen patient catchments and strengthen Delhi's position as a healthcare and medical tourism hub.
Analysts Alok Dalal and Dhawal Khut said the plan could be a positive readthrough for Delhi-based hospital assets, with Max Healthcare (Buy, Target: Rs 1,260), Fortis Healthcare (Buy, Target: Rs 1,125) and Medanta (Buy, Target: Rs 1,660 among the key beneficiaries in Jefferies' coverage.
The brokerage sees the direct benefit strongest for assets located within Delhi, while improved regional connectivity could also help hospital clusters in Gurugram and Noida.

More Floors, More Beds?
One of the biggest potential changes for hospitals is the removal of height restrictions, subject to approvals, along with provisions for higher-density development.
Jefferies said higher Floor Area Ratio (FAR) norms and proposed High Density Corridors could allow hospitals to build greater capacity on expensive, land-constrained sites. That could reduce land cost per bed and improve the productivity of hospital assets over time.
For existing healthcare operators, this could make capacity additions more economically viable.
Delhi Wants A Bigger Healthcare Footprint
MPD-2047 aims to develop Delhi as a stronger healthcare and medical tourism hub, with an integrated network of hospitals, medical colleges, speciality healthcare facilities and wellness centres.
The plan also seeks to strengthen tertiary and super-speciality healthcare infrastructure, potentially making Delhi a larger destination for patients from across the country and overseas.
Jefferies believes this is particularly relevant given the shortage of quality hospital beds in Delhi-NCR.
Better Connectivity Could Expand Patient Catchments
The plan's focus on transit-oriented development could provide another tailwind.
A denser metro network, new and extended RRTS corridors and land pooling could improve connectivity between Delhi and surrounding regions. For hospitals, that could mean a **larger catchment area and higher patient throughput.
At the same time, higher FAR around transit nodes and the creation of serviced greenfield land could enable larger hospital projects while improving their economics.
Max, Fortis, Medanta In Focus
Jefferies sees Max, Fortis and Medanta as the strongest readthroughs from the plan among its covered hospitals. Apollo's upcoming Delhi-NCR projects could also benefit indirectly.
The direct impact, however, will vary. MPD-2047 applies only to the National Capital Territory of Delhi, not Gurugram or Noida, which are governed by separate state-level plans. Still, better regional connectivity could indirectly benefit major hospital clusters outside Delhi by expanding their referral catchments.
Facilities that are still in the planning stage could benefit more from the proposed changes, while projects already underway are unlikely to see a meaningful impact.
Implementation Is The Key Watch
Jefferies believes the plan could make Delhi more attractive for new hospital investments and help address the region's shortage of quality beds. While greater capacity could eventually bring more competition, the brokerage does not expect an overcapacity situation in the medium term, given the existing demand for quality healthcare.
Hospital companies covered by Jefferies have also viewed the plan as a “welcome move”, although implementation remains the key monitorable.
For investors, the bigger takeaway is that MPD-2047 could change the economics of hospital expansion in Delhi-NCR — giving established regional brands such as Max, Fortis and Medanta another potential runway for capacity and patient growth.
