Yields are headed for a third month of decline with the benchmark 10-year bond yield down more than 30 basis points since June..Authorities have taken some steps to ease rules for foreigners. Recent regulations like allowing custodian banks to pre-fund trades on behalf of foreign investors and extended settlement timings are examples, according to Goldman Sachs.
