Budget Backs UDAN's Growth, But Lower Funding Sparks Debate

A report by the OMI Foundation highlighted the operational challenges related to the Ude Desh ka Aam Nagrik scheme.

The Union Budget 2025-26 has reinforced the government's commitment to regional air connectivity, providing a significant boost to the Ude Desh ka Aam Nagrik scheme.

With 120 new routes planned and enhanced support for helipads and smaller airports, particularly in remote and hilly regions, the budget aims to make air travel more accessible while driving economic growth. 

According to a report by the OMI Foundation, strengthening regional connectivity is crucial not just for trade and workforce movement but also for offering faster alternatives like air travel for key sectors and high-net-worth individuals.

Since its inception, the UDAN scheme has operationalised 619 routes, connecting 88 airports and enabling affordable air travel for 1.5 crore passengers. This initiative has played a pivotal role in improving accessibility to Tier 2 and Tier 3 cities, stimulating demand and unlocking economic potential.

The latest budget builds upon this foundation by focusing on infrastructure improvements, including warehouse facilities for air cargo, particularly for perishable goods. This is expected to strengthen supply chains, benefiting trade and industries such as agriculture and pharmaceuticals.

Despite the ambitious expansion, the budget allocation for UDAN has seen a reduction. The Budget Estimate for 2026 stands at Rs 540 crore, lower than the Rs 800 crore allocated in the revised estimate for fiscal 2025. This reduction raises concerns about the scheme's financial sustainability and the ability to meet its objectives fully.

Additionally, the UDAN scheme faces operational challenges, such as low occupancy rates, inadequate infrastructure, financial viability and limited awareness about regional air routes. Addressing these issues will be crucial for the scheme’s long-term success.

The OMI Foundation report also highlights the potential of Advanced Air Mobility as a future solution to mobility challenges. AAM, including electric Vertical Take-Off and Landing aircraft, offers a sustainable alternative to traditional air travel, reducing journey times for regional routes spanning 200-800 km.

With recent guidelines on vertiports and eVTOL certifications, India is positioning itself as a hub for AAM innovation. The Clean Tech Manufacturing Hub announced in the budget is expected to drive local manufacturing and component development, fostering high-skilled job creation and attracting investment in aviation technology.

While the budget lays the groundwork for enhanced regional connectivity, successful implementation will depend on rapid infrastructure development, regulatory adaptability, and public-private partnerships. Scaling AAM solutions from pilot projects to commercial operations, ensuring airspace safety, and integrating new technologies with existing transport networks will be key challenges, the report notes.
