The Brihanmumbai Municipal Corporation (BMC) on Wednesday presented a Rs 80,952.56 crore budget, its biggest-ever, for financial year 2026-27.
The budget for the year 2025-26 was 74,427.41 crore.
The budget stated that the estimate of property tax for FY 2026-27 is proposed at Rs 7,000 crore
Whereas, revenue from water and sewerage charges is estimated at Rs 2,363.15 crore for the financial year 2025-26 and Rs 2,393.46 crore for FY 2026-27.
It added that the revenue from interest on investment is estimated at Rs 2,283.89 crore for financial year 2025-26 and Rs 2,572.23 crore for FY 2026-27.
The budget states that according to Maharashtra Ordinance No. 1 dated 02.02.2022, residential properties with a carpet area of 500 sqft. or less are exempted from water tax and sewerage tax. Earlier, these taxes were included in the property tax bills and bills were issued.
"A comprehensive policy will soon be prepared to apply water charges and sewerage charges based on the average daily water consumption survey of residential flats without water meters having a carpet area of 500 sq. ft. or less."

He added that the budget reflects their collective commitment to strengthen Mumbai's civic infrastructure, improving essential services and ensuring balanced, sustainable growth.
"It represents our vision of a modern, inclusive and contemporary metropolis, guided by fiscal prudence and citizen-centric governance. Through disciplined financial management and sustained implementation, we have maintained fiscal stability while delivering significant progress across various sectors."
Provisions in Budget 2026-27
— The Revenue Budget provision of Rs 90 crore, Rs 81 crore and Rs 38 crore is proposed for desilting of Major Nallas, Minor Nallas and Mithi River, respectively, for the forthcoming monsoon 2026.
— For health department, a total provision of Rs 5,237.09 crore under Revenue Budget and Rs 2219.71 crore under Capital Budget is proposed in B.E 2026-27.
— Advanced ‘3-Tesla MRI' machines with the latest technology have been procured for four major hospitals and will soon be made available for patient services.
— A centralised dashboard is being developed to track bed availability across all major hospitals, peripheral hospitals, special hospitals, maternity homes and information is being updated on a daily basis.
— Basic civic facilities such as bathrooms, toilets and mechanised laundry services for patients and their relatives will be provided in hospital campus through CSR and these facilities will be operated on ‘Pay & Use' basis.
— NACOF-operated Generic Medical Stores will be established at 50 selected locations in the city to provide affordable, quality non-scheduled medicines.
— According to the budget provisions, process is underway to provide additional facilities of CT Scan, MRI, Dialysis, Cath Lab, Blood Bank, intensivist services for ICU etc. at various hospitals alongwith existing facilities under Public Private Partnership (PPP) model.
— Health department will make efforts to enroll atleast 25% of patients receiving treatment in BMC hospitals to avail benefits under schemes such as Mahatma Jyotiba Phule Jan Arogya Yojana, Pradhan Mantri Jan Arogya Yojana, Employees State Insurance Corporation, Employees Group Insurance Scheme and to obtain reimbursement of healthcare expenses incurred for services provided to these patients under the said schemes.
— Expenses incurred for BMC employees will be reimbursed from Group Health Insurance Scheme.
Smart Parking
— BMC will be implementing a Smart Parking Project across Mumbai. The tender process for this Project is currently in process. The project will be implemented on Public Private Partnership basis ensuring no financial burden on BMC whereas a percentage-based revenue share from concessionaire will be generated. Initially, project will be implemented across 530 new parking sites.
Air Pollution Mitigation
— Under project MANAS, network of 75 nos. of low cost sensors will be installed, operated and maintained by IIT Kanpur, across Mumbai. The work order for this project has been issued and work is in progress. According to BMC, it will help BMC to identify air pollution hotspots through hyperlocal monitoring.
