Union Minister of Petroleum and Natural Gas, Hardeep Singh Puri, concluded his two-day visit to Mauritius on 21 August 2026. During his meeting with Mauritius Prime Minister, Navinchandra Ramgoolam, on 20 August, India and Mauritius signed agreements related to the supply of petroleum products, oil and gas sector cooperation and biofuels.
In this context, India and Mauritius exchanged a Government-to-Government Memorandum of Understanding on oil and gas cooperation during the meeting between the two Prime Ministers on 20th August.
In addition to it, Indian Oil Corporation Limited and State Trading Corporation of Mauritius signed a long-term (5 years) sales and purchase agreement for petroleum products.

Under the agreement, IOCL will supply Mauritius' entire import requirement of Motor Spirit, High Speed Diesel and Aviation Turbine Fuel. The arrangement is aimed at providing Mauritius with assured long-term supplies and greater protection from fluctuations in international oil prices. It is also the first long-term supply agreement signed by an Indian public sector oil marketing company outside South Asia in recent years.
The broader oil and gas MoU will institutionalise cooperation between the two countries through petroleum product supplies, training and capacity building for Mauritian officials, as well as collaboration in biofuels.
During his visit, Puri held bilateral meetings with Energy and Public Utilities Minister Patrick Gervais Assirvaden, Commerce and Consumer Protection Minister John Michaël Tzoun Sao Yeung Sik Yuen, and Foreign Affairs, Regional Integration and International Trade Minister Dhananjay Ramful.
Puri and Assirvaden also laid the foundation stone for the India Oil-Mauritius Ltd 27.5 thousand metric tonne bunker marine fuel storage facility at Mer Rouge, Port Louis.
India is a major refiner and petro-producer with 23 refineries annually refining around 267 million tonnes of petroleum products. The agreement with Mauritius has enhanced India's standing as a reliable supplier of petroleum products in the Indian Ocean.

The MoU also expands cooperation in biofuels through knowledge exchange, research and training. On August 21, Puri and Assirvaden witnessed the launch of Mauritius' Biofuels Country Landscape Policy framework, developed with support from the Global Biofuels Alliance, marking a step towards Mauritius' exploration of biofuels as part of its energy transition.
