Budget 2014: Arun Jaitley Seeks to Revamp UPA's Rural Employment Scheme

Sticking to his pre-budget resolve, Union Finance Minister Arun Jaitley proposed a drastic restructuring of social welfare schemes such as the Mahatma Gandhi National Rural Employment Gurantee Act.

New Delhi: Sticking to his pre-budget resolve, Union Finance Minister Arun Jaitley proposed a drastic restructuring of social welfare schemes such as the Mahatma Gandhi National Rural Employment Gurantee Act (MGNREGA),  the UPA government's showpiece rural development project, and said jobs would henceforth be provided through "works that are more productive, asset creating and substantially linked to agriculture an allied activities.'' The Act, which guarantees 100 days of wage employment in a year to at least one member of a rural household, was passed by the UPA government in 2005, and came into force from February 1, 2006. In his budgetary speech made in February last year, the then Finance Minister, P Chidambaram had allocated Rs 33,000 crore for the scheme. (Arun Jaitley Provides Big Relief to Income Tax Payers)

The BJP-led NDA coalition has reaffirmed its commitment to persist with the project, but has favoured its restructuring in view of the financial constraints. Much of the expenditure incurred on it, the BJP also believes, has been "wasteful". (Rs. 1000 Crore Set Aside to Improve Irrigation Facilities)

"The Government is committed to providing wage and self-employment opportunities in rural areas,'' Finance Minister Arun Jaitley said while presenting the Narendra Modi government's first general budget. (New Government Unveils Reform Budget)

But he added at the same time that the government would try to ensure that jobs provided under the Act lead to tangible asset creation in the countryside.
