Delhi-NCR To Mandate Electric Goods Vehicles From 2027 As Petrol, Diesel, CNG Registration Curbs Kick In

Delhi's authorities will be mandating a phased restrictions on the registration of light commerical delivery vehicles that run on CNG (compressed natural gas), diesel or petrol from Jan 1, 2027 in Delhi as per a release from the government on Sunday. These restrictions will be in the 'High Vehicle Density' (HVD) districts of Gurugram, Faridabad, Sonipat, Ghaziabad and Gautam Buddha Nagar from and Jan 7, 2027 onwards.

It also called for the registration of light commercial vehicles of the N1 category that weigh up to 3.5 tonnes or 3,500 kg in the remaining areas. It also stated that large goods vehicles (LGV) of the N2 category powered by CNG, diesel or petrol will also be subject to restrictions on registrations Jan 1, 2028, Jan 7, 2028 and Jan 1, 2029.

The Commission for Air Quality Management (CAQM), the authority that instituted this order stated that they did so in order to deal with the particulate matter emissions from light goods vehicles (LGV).

"The measure has been taken in view of the significant contribution of the vehicular sector to PM2.5 (particulate matter that is 2.5 micrometers or less) emissions in Delhi-NCR and the disproportionately high particulate emissions from LGVs, which constitute only about 1.2% of the active vehicle stock but contribute approximately 3.3% of PM (particulate matter) emissions from the total active fleet," the release stated.

CAQM said CNG vehicles produce significantly lower primary particulate emissions than diesel vehicles, but do not represent a long-term solution across all vehicle categories. The commission noted that CNG vehicles still emit substantial amounts of nitrogen oxides, which can contribute to the formation of secondary PM2.5.

"A phased approach to restricting the future registration of CNG LGVs and accelerating transition to cleaner technologies is necessary to achieve sustained improvements in air quality in Delhi-NCR," the CAQM said.

Impact Of These Changes

Businesses operating goods vehicles in these aforementioned areas will need to account for the new electric vehicle (EV) registration requirements when planning future fleet purchases.  The exisiting logistics and deliveries sector in these areas will likely be impacted by these mandates. This is due to the fact that not all of the players in these sectors currently have access to an EV fleet.
