DDA Residential Property Conversion Policy Under Review; Requests On Hold: Centre

DDA has put residential property conversion requests on hold as the government reviews its leasehold-to-freehold policy.

The government told the Rajya Sabha on Monday that the existing conversion policy of the Delhi Development Authority (DDA) for residential properties is under review to rationalise and simplify the process and make it more citizen-friendly.

In converting a leasehold property to freehold, the property's ownership status is changed from rental to full ownership.

But the minister's written response does not indicate a timetable for completing the review, or when conversion requests would resume.

"It is informed that existing conversion policy in respect of residential properties of Delhi Development Authority (DDA) is presently under review to rationalize and simplify it, so as to make it more citizen friendly. Pending such review, cases of conversion requests have been put on hold," he said.

The conversion of DDA properties has been on hold since January this year, after the adoption of new circle rates announced by the Delhi government.

Union Housing and Urban Affairs Minister Manohar Lal stated in April of this year that the Centre would shortly finalise the registration charge conversion rates, opening the door for Delhi's leasehold-to-freehold property conversion procedure to resume.

"We will put a proposal in the cabinet for approval of conversion charges for DDA and L&DO properties; the rates will be finalised very soon," he had said.

The policy review is therefore being closely watched by property owners awaiting clarity on the conversion process. However, the government has not provided any specific timeline for when the review will be completed or when the pending conversion requests may be taken up again.
