Over 50 lakh central government employees and about 65 lakh pensioners are awaiting a revised pay structure under the 8th Pay Commission. The key question now is how much salaries could rise under different fitment factor scenarios.

Reports suggest the fitment factor may be set around 3.0, but discussions continue as the commission reviews inflation and cost of living. This multiplier will directly determine how much basic pay increases.

The commission, set up in January, will recommend a new salary structure after assessing key economic factors. Currently, salaries remain under the 7th Pay Commission framework, where a fitment factor of 2.57 was used.

Fitment Maths

A fitment factor is a multiplier used to revise salaries from one pay commission to the next. It adjusts basic pay after factoring in inflation and living costs.

Under the 7th Pay Commission, the entry-level basic pay of Rs 7,000 was multiplied by 2.57 to reach Rs 18,000. The same method will apply under the 8th Pay Commission.

If the entry-level pay of Rs 18,000 is revised under different scenarios, the outcome will vary sharply:

  • At 2.57: Rs 46,260
  • At 3.0: Rs 54,000
  • At 3.25: Rs 58,500

Pay Levels

The curLrent pay matrix starts at Rs 18,000 for Level 1 and goes up to Rs 56,900. Level 2 ranges from Rs 19,900 to Rs 63,200.

The structure includes 18 levels, with higher levels assigned to senior positions. Salaries also include components such as house rent allowance, provident fund and other allowances.

Under a fitment factor of 2.57, revised basic pay ranges from Rs 46,260 to Rs 6,42,500 across levels. If the factor is set at 3.0, the range increases to Rs 54,000 to Rs 7,50,000.

At 3.25, the range expands further to Rs 58,500 to Rs 8,12,500.

The final fitment factor will determine the scale of salary revision for millions of employees and pensioners.

The commission is expected to complete its review after evaluating inflation and cost trends, following which recommendations will be submitted for implementation.
